The goal of the MIECHV Data Collection Manual is to provide a blueprint for data activities, as well as specific operational policies and protocols. This plan provides a description of the MIECHV data system—the Florida Home Visiting Information System (FLOHVIS)—and its components. It presents an integrated framework for data collection/entry and data quality monitoring, including specific roles and responsibilities of the state, local implementation sites, and home visiting staff. Processes for ensuring consistent data quality and addressing identified issues are offered as part of a broader Continuous Quality Improvement (CQI) effort. And, strategies to guarantee programmatic and staff accountability are described.
