For the purpose of this toolkit, a father includes not only the biological father, but any male caregiver who can be engaged in services. The Father Engagement Advisory Group, which included representatives from the state offices and local sites of Healthy Families Florida, Healthy Start, and Florida MIECHV, came to consensus on this definition.
